Brief Answer:
To increase the strength of the skin.

Detailed Answer:
Hi.
For how long are you suffering?
Is this more in the hot humid season or round all the year?

There can not be dandruff in this area, so just forget about this diagnosis.
The most probable reason is :
the itching started may be due to accumulation of sweat irritating the skin and then the scratching might have started. This happens more in the night when you have changed the clothes and try to sleep.

The irritation> itching > mild trauma > accumulation of more irritant may be super-added bacterial or fungal infection <> and the process continues on.
TO get a cure you have to break the cycle somewhere.

The best possible results may be with the following way of management:::
The success can not come overnight.
You have to clean the area with plain water - use no soap.
Apply liquid Povidone iodine locally to the whole affected area.
You may take an antihistamine at bedtime to have less itching.
You have to take a therapeutic dose of Vitamin A and D. and continue with anti-oxidants for a long time.
Once the skin and the area becomes cleaner and clearer with the healing in view, one can find if there is a fungal infection also. Apply Clotrimazole / Miconazole cream & powder only if there is fungal infection.

In addition:
Use loose underwear and pants. Nothing should be skin tight. Whenever possible keep the area well aerated particularly at home.
No soaps till good healing as they act as irritants .
No over the counter creams at the moment.

Take an opinion of the Dermatologist if necessary.
