Brief Answer:
Syringoma

Detailed Answer:
Hello. Thank you for writing to us.

i am dr.kakkar(dermatologist). I have gone through your query and i have reviewed the images.

These are syringomas not milia. Syringoma is a benign tumor of eccrine glands and they commonly presents as skin colored, raised bumps, clustered on lower eyelids and neigboring skin of face. For syringomas I would suggest either electrofulguration or radiofrequency ablation under local anesthesia.
