Brief Answer:
Balanitis

Detailed Answer:
Hello,

You seem to have recurrent bleeding from the skin of the penis head. This is called Balanitis. The reason can be various from infection, trauma to skin, eczema to the foreskin of penis.
While the best treatment would be to get an surgical excision of the extra skin, there is a trial therapy with topical steroids.
You can apply CANDID-B Ointment, four times a day, retracting the skin over the penis and apply it on the head of the penis to cover it. You can do this for a week.
Meanwhile you should abstain from intercourse for at least 15 days and till it heals.
I suggest if you find way to meet a General surgeon for careful examination and see the damage to the skin for recommending a circumscison surgery.

Hope this address your short term concern and long term cause.

Brief Answer:
Reccurent balanitis needs circumcision.

Detailed Answer:
Circumcision is a minor procedure and its not a major surgery. Before getting there get physically examined by a general surgeon. circumcision is only option for recurrent balanitis
