Question: I have noticed a new “spot” on my penis. I’ve attached pictures. The spot is whitish and a bit hard if pressed on. The spot first appeared two months ago. It is not itching or painful. It hasn't changed much since appearing.

HSV 1 and 2 blood tests were negative.

The yellowish white raised lesion seems like a fordyce spot to me. Fordyce spots are ectopic sebaceous glands on the undersurface of prepuce which appear yellowish white. These are quite common on prepuce in males and labia minora in females.
No active intervention is required.
