Brief Answer:
Erythema multiforme is most likely possibility

Detailed Answer:
Hello. Welcome to Healthcaremagic.com.
I have read your query.
I have seen the attached photograph also.
As per details, it seem to be the lesion of Erythema Multiforme.
It is a condition of skin characterised by target lesion with red colored rash having central prominence.
It is usually associated with itch.
It may be caused by Drugs or infection.
In your case, it is most likely due to the Meth drug that you have taken.
In HIV patients also, there are various kind of rashes which appear on skin.
The most important part of treatment is avoidance of the offending agent.
I will advise you to avoid further intake of the drug.
In severe cases, consideration is given to start low dose oral steroids.
If any underlying infection is found, treatment is directed towards it.
You should visit your doctor so that he can examine you and give you prescription accordingly.
Till then, you may take antihistaminics like levocetrizine for symptomatic relief.
You can share my opinion with him.
I hope it helps.
Stay healthy.
