Suggest Remedy For Adhesions On The Head Of Penis To Shaft

Question: hello past few year I been trying to figure out why I have this skin connetting from the head of my penis to shaft and it not on the bottom like most say mine is on top I was wondering would anything happen if I just cut it off

Thanks for providing clinical photograph. By having look at photograph it appears that you are circumcised. The skin tag is likely to be due to adhesion between glans and remnant skin of prepuce. I would not recommend you to divide it yourself.
Simple Surgical release by Surgeon will take care of situation.
