Brief Answer:
Topical cortisone cream, moisturizing lotion and antihistaminic

Detailed Answer:
Hi,
Thanks for being at HealthcareMagic,

As per your complaints, the rash could be due to eczema or dryness.

If I're your treating doctor I would recommend you to apply topical steroid like cortisone cream on the rash twice daily along with frequent and liberal application of a moisturizing lotion on the entire legs 2-3 times in a day.

Besides this, take antihistaminic like tablet Cetirizine 10 mg once or twice daily depending on the intensity of itching and pain.

Also use lukewarm water for bathing instead of hot water, use mild soap for bathing, keep your legs moisturized and avoid direct contact of woollen clothes to the legs.

Regards
Dr Asmeet
