Brief Answer:
Seems to be having endogenous eczema

Detailed Answer:
According to your complaints it seems he is having endogenous eczema which is due to internal sensitivity of the individual.
If I was your treating doctor I would recommend you to apply mild topical steroid like clobetasone cream on the affected areas twice daily along with frequent and liberal application of a good moisturising lotion containing white soft paraffin on the entire body.
Besides this I would recommend you to give him antihistaminic like syrup cyproheptadine 5 ml twice daily for 10-14 days.
These are prescription drugs and should be used under the supervision of the doctor.
Also use a mild soap for bathing, bathe him with lukewarm water instead of hot water, avoid direct contact of woollen clothes with body, make him stay away from pets and avoid dust.
Regards
Dr Asmeet
