Brief Answer:
Most likely to be due to Senile Urethral Stenosis

Detailed Answer:
Hello
Thanks for query .

The difficulty in passing urine since three weeks followed by retention of urine that you have is mostly due to what is called as Senile Urethral Stenosis .

As the age advances especially in females there is generalized atrophy of genito urinary organs including urethra causing narrowing of urethra (Urethral Stenosis) .

This Urethral Stenosis in addition to your neurological problem of lumbar spine compression may be the reason for your symptoms .

You need to consult qualified Urologist for clinical assessment and get following basic tests done to establish diagnosis .
1) urine routine and culture
2) Ultrasound Scanning of abdomen and pelvis
3) Endoscopic examinations of bladder (Cystoscopy) and Calibration of urethra (Dilatation of Urethra).

This will help to dilate the urethra however this dilatation has to be maintained by doing self catheterization every day at home for 3 months to have permanent resolution of your problem

Hope I have answered your query ,please feel free to ask if you have more questions , I shall be happy to help you .
Thanks and Regards.
