Question: Sprained my ankle yesterday, am able to put weight on it and walk. Iced it and elevated it but have developed blisters.

The presence of pain in the area can be due to a simple sprain or a mild bone injury. This needs an X-ray to rule out a fracture. If there are blisters then there is every chance of an infection or a foreign body in the area. You need proper antibiotics and a tetanus shot to take care of the infection. In addition to the supportive treatment you are already taking do consult your physician for an X-ray and prescription antibiotics.
