Apparently it looks like a fungal infection (candidiasis).

Antifungal (Clotrimazole or Miconazole) creams are effective in this infection.
Apply these creams directly onto the affected area, usually once a day for three to seven days.

Beside the medications following measures are useful:
Keep the affected area dry and clean
Avoid using perfumed shower gels or soaps on the penis because they can cause irritation
Use loose fitting cotton undergarments to keep the skin and penis dry and cool.
