HI XXXXXXX
Thanks for writing in.
The itchy flaky scalp in 3 year old can be seborrheic dermatitis or scalp psoriasis.
Both conditions need to be differentiated for effective treatment.
Seborrheic dermatitis has yellow greasy scales which are adherent to scalp or they can be powdery white small like dandruff. It usually extends to behind the ear neck etc.
Psoriasis has larger flakes with redness of the scalp.
Which of the two types suits in your case?
Treatment differs on the basis of diagnosis.

Eczema over hands and legs can be contact dermatitis or xerotic eczema.
You should apply good quality moisturizer like venusia XXXXXXX twice a day and Apply mild steroid like Fluticasone once at night time.
Once the eczema clears moisturizer application should be continued to prevent relapse.
Also Using a mild soap like Venusia bathing bar would help.

Thumb sucking is a common problem of childhood and needs to be dealt at right time.Rewarding the child for not putting thumb into mouth or punishing when he puts the thumb in mouth helps.Treatment is not always required for thumb sucking.
Padding the thumb with Handkerchief or applying Band Aid strips to thumb may help.Newer medications are available which can be applied like Nail polish over thumb nails. The medication has bitter test and child who once tests it will not put thumb in mouth again.

If you can post photos of the affected skin and scalp it will be of help in giving more specific advise.Upload the images and we can continue the discussion here.

You can use the treatment suggested by me or you can continue using tacroz 0.1% cream.YOu need to keep the hair short till the treatment is goin on.Also you can use salisia KT shampoo for her it will help in both conditions.
