Red blotches on skin are suggestive of an allergic reaction to something in your environment like dust, pollen or some chemical that you have started using.
In order for me to guide you better, please answer the following questions:

1-Is there any itching associated with these blotches?
2-Are you working in close vicinity of chemicals or dust?
3-Does it happen daily or occasionally?
4- Are you currently receiving any medication for your high blood pressure?
5. Have you started using any new chemical or cream on your arms?
6. Do you have excessively dry or sensitive skin?
