Brief Answer:
use skin LIghtening cream

Detailed Answer:
Hello
Thanks for the query.
This pigmentation might have developed due to any allergic reaction to water of swimming pool, or due to sun exposure.
You can use a skin LIghtening cream like melalite xl.
Use this cream in night.
In morning you must apply a sun screen of spf of at least 30.
Do this for a month . you will get relief.
Let me know if you have any other doubts.
Thank you.
