Thanks for posting your query.
Prevalence of diabetes is definitely more than that of sleep apnea in both developed countries and developing countries. Sleep apnea per say cannot lead to diabetes, however diabetes can lead to sleep apnea, probably due to the obesity which is usually associated with diabetes.
