Question: Hi, my troponin t level was 16 and after 3 hours went to 11 . The ecg was normal. Should I be concerned

If it is high sensitivity troponinT, there is only slight deviation and nothing to worry, especially if it went down in three hours.
Anyway, I would advise you to have a stress test done to exclude the coronary artery disease.
