Question: Is a fasting blood sugar reading of 129 normal or does it indicate that I may be pre-diabetic?

Prediabetes and diabetes can be diagnosed based on fasting, 2 hour post meal or HbA1c.

Diabetes is diagnosed with a fasting greater than 126, a 2 hour post meal greater than 200 or a HbA1c greater than 6.5%

Prediabetes is a fasting between 100 and 126. Normal fasting is less than 100

A 2hr between 140 and 199 is also diagnostic of prediabetes or HbA1c of 5.7% to 6.4%

Your fasting reading of 129 is in the diabetic range not prediabetic.

You can consider repeating this or one of the others (2 hr or HbA1c) to confirm the diagnosis.
The HbA1c may be best option since it is not affected by meals and also gives an idea of blood sugars over a long period of time.

Your doctor can do this test for you.
