Question: Is there a risk of any STD from handjobs?

Does it matter if at some point the woman had touched her genitals (5-10min prior) before touching penis?

Im mostly concerned with skin to skin STDs like HPV or HSV.

Hand job is the safest among all types of sexual activities as far as HIV/STD is concerned.
Even if the woman handled her genitals few minutes back and use the same hand for performing the hand job, the risk for HIV is negligible only as well as for HPV and HSV.
All the organisms causing STD/HIV are highly fragile and can not thrive outside one's body or body fluids not more than few seconds.
So you need not worry about hand job.

Regarding HSV, HSV 2 infection is an STD and not HSV 1. HSV 2 can't survive outside the body and hands and cannot cause lesions elsewhere in the body, other than ano-genital area. Similarly the strains those causing genital warts cannot cause lesions over hands. So the risk for other STDs are also negligible.
