Brief Answer:
Might need to see a doctor

Detailed Answer:
Hi

I am sure you are aware of the various causes of urticarial rash in such young kids.
It is basically a skin allergy to any drugs ,foodstuffs or body infections .
In most cases ,such an allergy tends to settle with regular dose of antihistamines and removal of the cause .
But since in your case ,hives are persisting inspite of regular intake of Benadryl for two days ,so it is important that you see your doctor and get your child completely assessed.
An addition of other antihistamines might also be required ,along with looking into the cause of the allergy .
