Brief Answer:
Normal phenomenon at this age

Detailed Answer:
Hi,

Thanks for the query.

Masturbation is a normal phenomenon and is accepted by science and it is quite natural. Most human seeks pleasure with masturbation. Studies from different sources say that masturbation would not reduce the fertility or the sperm count. So you can father a child.
If you would like to stop masturbating you do not have to stop it for its sake. However if you are not able to be productive in your career or business because of excessive masturbation you may want to consider reducing it.
Some tips are like these, stop watching porn at night. Wear inner garments and lounge pants which are not easy to remove, sleep someone else in the room so that you have a fear of noticing.
Hope this helps.

Brief Answer:
Productivity

Detailed Answer:
Hi,

There are no side effects for masturbation. Excessive is very relative term. THe problem is only with loss of productivity as I said in my previous reply. If masturbation thoughts take over your productive time it is unsafe. Masturbation has no normal count per day in my opinion. It can vary in count from person to person. A person cools himself off when stress with masturbation but performs extremely well in his daily job/studies.

So it is you to decide what is bothering you about masturbation. YOu can meet a counselor as well to know if it habituating and reducing your man hours at college/work.
