Welcome to the forum.
Try liquid paraffin meant for skin use or ky jelly during sex.
If it does not help, circumcision may be necessary.

Yes. Skin will be removed permanently. It will not regrow.
It is done for religious reasons at birth in many countries.
You can also use liquid paraffin twice daily for one month and see the results.

I do not think the treatment is going to alter your sex life.
I cannot understand what you mean by -- wax on penis--?

Apply a small amount - liberal enough to lubricate- on the foreskin just before penetration during the sexual activity.
