Welcome to the forum.
Try liquid paraffin meant for skin use or ky jelly during sex.
If it does not help, circumcision may be necessary.

Yes. Skin will be removed permanently. It will not regrow.
It is done for religious reasons at birth in many countries.
You can also use liquid paraffin twice daily for one month and see the results.

I cannot understand what you mean by -- wax on penis--?
