The most important contraindication for Cialis is CONCOMITANT NITRATES - that is usually given for a heart problem. When taken together, dangerously low blood pressure is possible.
Blood thinner is not an absolute contra-indication and if really necessary, these and Cialis can be taken together under medical supervision.
