PROZAC or fluoxetine are antipsychotic medication which can effect the efficacy of all hormonal medications be it norethindrone or plan-b. But if the situation demands in cases to avoid unwanted pregnancy then fluoxetine can be stopped for a week and then plan-b should be taken and further intercourse should be avoided till withdrawal bleed is achieved within 7-10 days.
tHE EFFECTIVENESS is affected but just 20-30% , that should not deter the usage of emergency contraception pill at all.

What if the patient has been taking a 10mg dosage of fluoxetine only for a week and stopping the pill may cause severe depression in them? Can they take the Plan B while using fluoxetine?

firstly PLAN B is not contraindicated with fluoxetine. It can be used if emergency contraception is a concern here.
Also if the fluoxetine has been taken for a week then it is unlikely to cause a withdrawal depression episodes. i feel the stress of pregnancy would be definitely more than you r concern of getting depressed on withdrawal by stopping fluoxetine. If pregnancy occurs i am sure your depression and anxiety shall double even with fluoxetine.
So you can safely stop prozac and take plan b within 72 hrs of intercourse as it shall not be effective after 72 hrs .
