Can HIV Infection Be Transmitted Through Dried Blood?

Question: hello, if there is dried blood on a surface and it may have come into contact with a sore on your hand that looks like a blood mark but has never bled (possibly a bug bite) and it had hiv in it, is there a risk if my hand with the sore brushed against it? I know it sounds crazy but I just need to put my mind at ease. The patient tested hiv negative but I know there can be false negatives.
