By the description and the exposure to public water, a fungal infection is to be considered, particularly with the flaking and itching of the skin. The best course of action would be to try a combination of topical miconazole or clotrimazole with a low dose steroid such as over the counter hydrocortisone and assess response for the next 5 days; if not resolved, a visit to a physician would be indicated to consider alternate diagnosis.
