After pumping penis, it got spotty red rashes with swelling. Skin itches, dries and cracks. Suggest?

Played with a penis pump, pumping penis to nine inches--blew some blood vessels. No pain, but penis is spotty with red type rash, looks like blood under the skin. Skin on penis itches, skin dries and then cracks. penis is also swollen; this has gone on for four months

Itchy dry skin over penis with rash and cracks point towards balanitis..

It can be due to fungal infections,allergies to soap.latex,etc.

Vaginal secretions can also lead to irritation and cause balanitis sometimes.

Vacuum pump does not seems to be directly associated with your problem.

Avoid any harsh soaps,latex over penis.Wash with cold water only.

Watch if your female partner has any abnormal secretions.

A check for blood sugar level will be important since sometimes raised sugar can lead to balanitis.

You can apply a mild steroid like hydrocortisone with antifungal like miconazole over affected area.At times it may require oral antifungals like fluconazole for which you need to consult a dermatologist.
