Having itchy toe.

Toe knuckles have dry tough skin, tans become darker, looks dirty. How can I treat that area?
Both of my big toe knuckles have dry tough skin on them. I can buff it off and moisturize and it will return in a day or two. My feet tan well in the summer and this dry rough skin always tans darker and just looks dirty. I am a 37 yo female. My only medical issues are allergies/ sinuses/ ears....
