User :   Hi I have recurring spot on my penis it is about a quarter of the way up from the base. It stings a little bit when it rubs up against my shorts and there is a hair comming out of it. There almost looks like a small cut.I have had numerous doctors look at it and I have test but cannot get a definite answer
