i suggest you to go for a repeat examination and request your doctor to write a PFT test for you (pulmonary function test) which will show whats happening
Doctor :
also an x-ray chest should be done to see that the congestion is resolved or not.
Doctor :   sometimes the asthma, can present with cough each time there is bronchoconstriction
User :   ok i see but what about the palpitations i feel any idea what is causing that?
Doctor :
the palpitations could also be related to that itself, as when you cough, the pressure in chest cavity will increase
Doctor :
causing the load on heart and increased venous retun to it
Doctor :
which might be leading to the palpitations.
Doctor :
is there any chest pain or sweating associated?

Doctor :
is the cholesterol levels under control?
User :   yes
Doctor :
ok
Doctor :
since your sugars and cholesterol both are controlled, the possible cause for your cough and palpitations could be 'cough variant asthma'.
Doctor :
for which you need to do the PFT test and the x-ray
Doctor :
and for the palpitations an ECG/EKG is recommended to be done
Doctor :   to confirm/rule out the possibility of 'cough variant asthma'.
